THE PRESIDENT: Thank you all. Thank you, and good morning. I appreciate former Presidents Iliescu and Constantinescu for joining us today. I want to thank the President of Latvia and Mrs. Zatlere for joining us. Secretary Rice, ambassadors, members of the United States Congress, the President of the National Bank of Savings, members of the German Marshall Fund and the Atlantic Council, distinguished guests, ladies and gentlemen -- Bun. Laura and I are pleased to be back in Bucharest. The last time we were here, we stood with the people of this city in Revolution Square for a rally celebrating Romania's invitation to join NATO. Tens of thousands came out in the rain to rejoice in this achievement, and revel in the promise that, henceforth, no one would ever take Romania's freedom away. It was a moment I'll never forget. President Iliescu introduced me in the midst of the drizzling rain. And then the clouds parted, and a rainbow appeared in the sky -- heralding a new day for this nation, and the Atlantic Alliance she was about to join.

Since then, Romania has made strong contributions to the Alliance. Romanian soldiers have brought courage to NATO's missions. Romanian leaders have brought moral clarity to NATO's deliberations. And today, the Romanian people have brought their famous hospitality to this NATO summit. Laura and I are thrilled to join you for this historic occasion. And the American people are honored to call Romania a friend, an ally, and a partner in the cause of peace.

This is my final NATO summit. The ing days will be a time for hard work, as allies make important decisions regarding the expansion, and the missions, and the capabilities of NATO. The ing days will also be a time of reflection -- a chance to look back on how far we have e in the past seven years and what this tells us about the challenges ahead.

正如千千萬萬個大壆死一樣,我曾經也經歷過讓人痛不慾生的六級攷試。我也放棄過,也得敗過,然而最終還是通過了六級攷試,現正在將本人的經驗拿來和大傢分享。

Official name of the executive mansion of the president of the United States. It is on the south side of Pennsylvania Ave.,Washington,D. C. , facing Lafayette Square. The building, constructed of Virginia freestone, is of simple and stately design. The grounds, which cover about 18 acres (7 bectares) , are attractive with broad lawns, fountains, trees, and gardens. They were planned by Anddraw Jackson Dowiiing.

THE PRESIDENT: Good morning, thank you. When I came into office in 2001, our nation was headed into a recession. So we cut the taxes across the board. And hardworking Americans have used this tax relief to produce strong and lasting economic growth.

Since we began cutting taxes in 2001, our economy has expanded by more than $1.9 trillion. Since the tax cuts took full effect in , our economy has added more than 8.3 million new jobs, and almost four years of uninterrupted growth. Inflation is low, unemployment is low, real after-tax ine has grown by an average of more than $3,400 per person since I took office. The American economy is the envy of the world, and we need to keep it that way.

Our economy is growing in large part because America has the most ambitious, educated and innovative people in the world -- men and women who take risks, try out new ideas, and have the skills and courage to turn their dreams into new technologies and new businesses. To stay petitive in the global economy, we must continue to lead the world in human talent and creativity.

THE PRESIDENT: Thank you all. (Applause.) Thank you for the warm wele. Please be seated. Thanks for the warm wele. General, thank you for the kind introduction. Who would have thought that three years after the storm, the President can e and say, New Orleans, Louisiana is on its way back as a stronger and better city. (Applause.)

I'm proud to be here at Jackson Barracks -- built by my predecessor, President Andrew Jackson. (Laughter.) He built it to protect the city of New Orleans. And that's exactly what the folks housed in this facility have done and will continue to do. So first I want to pay homage to the Louisiana National Guard. I thank you for what you did during the rescue efforts. Even though your own homes were destroyed, you went out to save people and their homes. And the people of Louisiana -- (applause.)

I think the message here today is: Hope is being restored. Hope is ing back. I'm going to spend some time here in New Orleans, and then I'm heading over to Gulfport, Mississippi -- same message. And I'm, frankly, not surprised. I'm not surprised that hope is marching in, because I understand the nature of the people who live here in this munity, and these munities. I have seen people when their spirits were at a low ebb, but never did they give up. And now I've seen incredible progress is being made.

Oh, there's still work to be done. This isn't like a farewell address -- you know, George Bush came and he said, he's through. No, we're -- there's still more work to be done. But I do think it's important to take stock of the moment and to remind people how far this munity has e.
