April 2, 2008 THE PRESIDENT: Thank you all. Thank you, and good morning. I appreciate former Presidents Iliescu and Constantinescu for joining us today. I want to thank the President of Latvia and Mrs. Zatlere for joining us. Secretary Rice, ambassadors, members of the United States Congress, the President of the National Bank of Savings, members of the German Marshall Fund and the Atlantic Council, distinguished guests, ladies and gentlemen -- Bun. Ziua Laura and I are pleased to be back in Bucharest. The last time we were here, we stood with the people of this city in Revolution Square for a rally celebrating Romania's invitation to join NATO. Tens of thousands came out in the rain to rejoice in this achievement, and revel in the promise that, henceforth, no one would ever take Romania's freedom away. It was a moment I'll never forget. President Iliescu introduced me in the midst of the drizzling rain. And then the clouds parted, and a rainbow appeared in the sky -- heralding a new day for this nation, and the Atlantic Alliance she was about to join. Since then, Romania has made strong contributions to the Alliance. Romanian soldiers have brought courage to NATO's missions. Romanian leaders have brought moral clarity to NATO's deliberations. And today, the Romanian people have brought their famous hospitality to this NATO summit. Laura and I are thrilled to join you for this historic occasion. And the American people are honored to call Romania a friend, an ally, and a partner in the cause of peace. This is my final NATO summit. The ing days will be a time for hard work, as allies make important decisions regarding the expansion, and the missions, and the capabilities of NATO. The ing days will also be a time of reflection -- a chance to look back on how far we have e in the past seven years and what this tells us about the challenges ahead. In June 2001, I came to Europe and spoke to students and faculty at Warsaw University. I reaffirmed America's mitment to a united Europe, bound to the United States by ties of history and trade and friendship. I said that Europe must overturn the bitter legacy of Yalta, and remove the false boundaries that had divided the continent for too long. I declared that "all of Europe's new democracies, from the Baltic to the Black Sea, should have the same chance for security and freedom -- and the same chance to join the institutions of Europe." I spoke those words on the soil of a nation on the Baltic. Today, a nation on the Black Sea is where I have e to say those words have been fulfilled. The NATO Alliance that meets here this week now stretches from the shores of Klaipeda to the beaches of Neptun. And here in Bucharest, we will extend the circle of freedom even further, by expanding the NATO Alliance to include new members from the Balkans. A decade -- the Balkans was a region wracked by war and fanaticism and ethnic cleansing. Today, it is a region growing in liberty and tolerance and peace. These changes are the result of determined actions by NATO, and the courageous choices by new Balkan leaders who have worked to overe the violence and divisions of the past. In recognition of their progress, tomorrow NATO will make an historic decision on the admission of three Balkan nations: Croatia, Albania, and Macedonia. The United States strongly supports inviting these nations to join NATO. These countries have walked the difficult path of reform and built thriving free societies. They are ready to contribute to NATO -- and their citizens deserve the security that NATO brings. As we wele new NATO allies, we also affirm that the door to NATO membership remains open to other nations that seek it -- in the Balkans and beyond. So at this summit, we will also decide whether to accept the requests of two other Balkan nations, Bosnia-Herzegovina and Montenegro, to begin an Intensified Dialogue with NATO. It's a major step on the road to NATO membership, and it is a step that America fully supports for these two nations. And at our summit tomorrow, we'll also make clear that the door to closer cooperation with NATO is open to Serbia, as well. This week, our Alliance must also decide how to respond to the requests by Georgia and Ukraine to participate in NATO's Membership Action Plan. These two nations inspired the world with their Rose and Orange Revolutions -- and now they're working to consolidate their democratic gains and cement their independence. Weling them into the MATO [sic] -- into the Membership Action Plan would send a signal to their citizens that if they continue on the path to democracy and reform they will be weled into the institutions of Europe. It would send a signal throughout the region that these two nations are, and will remain, sovereign and independent states.

August 9, 20 10:33 A.M. EDT THE PRESIDENT: Good morning, thank you. When I came into office in 2001, our nation was headed into a recession. So we cut the taxes across the board. And hardworking Americans have used this tax relief to produce strong and lasting economic growth. Since we began cutting taxes in 2001, our economy has expanded by more than $1.9 trillion. Since the tax cuts took full effect in , our economy has added more than 8.3 million new jobs, and almost four years of uninterrupted growth. Inflation is low, unemployment is low, real after-tax ine has grown by an average of more than $3,400 per person since I took office. The American economy is the envy of the world, and we need to keep it that way. Our economy is growing in large part because America has the most ambitious, educated and innovative people in the world -- men and women who take risks, try out new ideas, and have the skills and courage to turn their dreams into new technologies and new businesses. To stay petitive in the global economy, we must continue to lead the world in human talent and creativity. So in my 2006 State of the Union address, I announced the American petitiveness Initiative, and I called on Republicans and Democrats in Congress to join me in this effort, to encourage innovation throughout our economy. As part of this initiative, I asked Congress to expand America's investment in basic research, so we can support our nation's most creative minds as they explore new frontiers in nano-technology or superputing or alternative energy sources. I asked Congress to strengthen math and science education, so our children have the skills they need to pete for the jobs of the future. I asked Congress to make permanent the research and development tax credit, so we can encourage bolder private-sector initiatives in technology. Today I'm going to sign into law a bill that supports many of the key elements of the American petitiveness Initiative. This legislation supports our efforts to double funding for basic research in physical sciences. This legislation authorizes most of the education programs I called for in the initiative I laid out at the State of the Union. These programs include Math Now proposals to improve instruction in mathematics, and the advanced placement program my administration proposed, to increase the number of teachers and students in AP and international baccalaureate classes. These are important steps forward, and so I'm going to sign the bill. I'm looking forward to it. Yet the bill Congress sent to my desk leaves some of the key priorities unfulfilled, and authorizes unnecessary and duplicative programs. I will continue to focus my budget requests on the key priorities in the bill I outlined, and will work with Congress to focus its spending on those programs that will be most effective. I will continue to press Congress to approve the remaining measures of the American petitiveness Initiative. These measures include the Adjunct Teacher Corps program to encourage math and science professionals to take time out of their lives and teach in our schools, and to inspire the youth to bee more interested in math and science. I believe Congress ought to make the research and development tax credit a permanent part of the tax code, to encourage investment. The bill I will sign today will help ensure that we do remain the most petitive and innovative nation in the world. I thank members of Congress from both parties who worked hard to secure its passage. I particularly want to thank Senators Pete Domenici, Jeff Bingaman, Lamar Alexander and John Ensign, as well as Congressmen Bart Gordon and Vern Ehlers.

The study is published in the April edition of the journal Addiction.
The scientists suggest that a short session of moderate(適度的) exercise, lasting for as little as five minutes, is sufficient(足夠的) to reduce cravings for a cigarette.
"People who struggle to give up smoking could make things much easier for themselves by taking just moderate exercise," said lead author Dr Adrian Taylor of the University of Exeter's School of Sport and Health Sciences.
"Not only may it help prevent weight gain but it will also help control the cravings and withdrawal symptoms that often lead to relapse," he added.
With today, 14th March, being National No Smoking Day in the UK, it is expected that one third of UK smokers (around 4 million people) will try to give up and 85,000 will do so for good.
Dr Taylor and his co-authors reviewed 12 studies on the effect of a single session of exercise pared to no exercise on three oute measures: cigarette cravings, withdrawal symptoms and smoking behaviour. All reported beneficial impact on (對...之影響)at least one of the three oute measures.
The papers they reviewed covered between them nearly 1,400 people who rarely exercised and in all but one study stopped smoking during the period of the experiment.
The participants(參减者,參與者) were assessed(已審估的) while they were doing the exercise using single and multi-item questions on cravings, symptoms of withdrawal and negative affect, the results of which reduced rapidly during exercise and remained reduced for up to 50 minutes afterwards.
Most of the studies on withdrawal symptoms showed a significant reduction in 2 of 6 symptoms: stress, restlessness, irritability, anxiety, tension and poor concentration.
Most of the studies showed increasing reductions in cravings and withdrawal symptoms with increasing duration and intensity of exercise, but even a short 5 minute seated exercise showed beneficial effects.
Four of the studies reported that the delay in lighting up the first cigarette after doing the exercise lasted two and sometimes three times longer.
Three studies showed that mood improved with exercise, while one did not.
The review team concluded that even small doses of exercise should be remended to help people manage cigarette cravings and withdrawal symptoms.
Dr Taylor said "If a drug revealed the same effects it would immediately be marketed as a valuable aid to help people quit smoking or cut down."
He and his colleagues called for further research to find out what the underlying mechanisms could be such as stress and the neurobiology(神經生物壆)involved. This could then lead to more effective and practical ways to help people give up smoking.
Dr Taylor and his team at the University of Exeter are also doing research using brain imaging. They are looking at how exercise affects the brain's mood centres, which could be how the appetite for cigarettes is reduced. They are supporting a national project called "Walk-2-Quit" and want to see exercise remended by National Health Service smoking cessation clinics.

August 20, 2008 THE PRESIDENT: Thank you all. (Applause.) Thank you for the warm wele. Please be seated. Thanks for the warm wele. General, thank you for the kind introduction. Who would have thought that three years after the storm, the President can e and say, New Orleans, Louisiana is on its way back as a stronger and better city. (Applause.) I'm proud to be here at Jackson Barracks -- built by my predecessor, President Andrew Jackson. (Laughter.) He built it to protect the city of New Orleans. And that's exactly what the folks housed in this facility have done and will continue to do. So first I want to pay homage to the Louisiana National Guard. I thank you for what you did during the rescue efforts. Even though your own homes were destroyed, you went out to save people and their homes. And the people of Louisiana -- (applause.) I think the message here today is: Hope is being restored. Hope is ing back. I'm going to spend some time here in New Orleans, and then I'm heading over to Gulfport, Mississippi -- same message. And I'm, frankly, not surprised. I'm not surprised that hope is marching in, because I understand the nature of the people who live here in this munity, and these munities. I have seen people when their spirits were at a low ebb, but never did they give up. And now I've seen incredible progress is being made. Oh, there's still work to be done. This isn't like a farewell address -- you know, George Bush came and he said, he's through. No, we're -- there's still more work to be done. But I do think it's important to take stock of the moment and to remind people how far this munity has e. Laura Bush sends her best. She's spent a lot of time down here, and so have I. (Applause.) The librarians in this part of the world are especially grateful; after all, the Laura Bush Foundation has helped refurbish a lot of school libraries up and down the Gulf Coast. She sends her very best. I know she would say what I'm about to say -- it's amazing to e into a crowd like this, and look around and see so many familiar faces, people we have e to admire, and frankly, after all this business is over, people that we'll say are our friends. Maybe it's because of the tragedy that struck that we formed a close bond; I don't know. But I can tell you that we have made a lot of good friends in the Gulf Coast region. And even though I'm headed for retirement in about six months, that's not to say I'm going to forget who my friends are in this part of the world. I do want to thank the Governor for joining us, Governor Bobby Jindal. (Applause.) It should not surprise you that on a helicopter ride here, Jindal had a few agenda items. (Laughter.) That's what Presidents have e to expect. And I appreciate the way he laid them out in logical form with a -- in a very respectful tone. I'm also proud to be here with the Mayor of this great city. The Mayor and I have had some quality time. (Laughter.) We have e to know each other. I remember when I first flew down here, there was the Mayor at the end of the steps of Air Force One. I said, "How you doing, Mayor?" He said, "I'm hungry and I haven't had a bath." I said to the steward on Air Force One, "Fix the man up with a meal, and turn on the hot water in the shower." And I appreciate you, Mayor. I appreciate the fact that you decided to run for office again. You said to the people of this part of the world, there is unfinished business and I intend to be a part of the finished business. And the people listened, they put you back in office, and I'm proud to be with you, Ray. Thanks for ing. (Applause.) We've got a lot of people from the delegations, the federal delegations -- William Jefferson is with us. Congressman, I'm proud you're here. Thank you for ing. (Applause.)
